This adds built-in configuration for RK808 Power Management System, RK3x
I2C, as well as rockhip's MMC controller driver in order to be able to
boot RK3399 boards on SD card. This also adds module for thermal sensor,
PCIe, USB and EMMC.
While this could work, it has not been tested has the only RK3399 board
I have has no devicetree in 4.19.

It looks like the profile name is limited to 256 characters, just like most error messages here it says 255 characters but we know better, do we? As usual, let's try to fill it with meaningless words about nothing at all. Maybe I can reach its limit. End
This commit also changes julia from using the distributions openblas
to having julia vendor in its own version because julia by default
vendors openblas with 64-bit integers (ILP64). Some
packages (e.g. Arpack.jl) do not function correctly when openblas is
built using 32-bit integers. This change adds 28M to the
package-size.
