gobject-introspection: add GIR_EXTRA_OPTIONS
When encountering problems with running g-ir-scanner-qemuwrapper it is
often desirable to be able to specify extra options like e.g. '-strace'
to get more information from the build.

This can now be achieved by specifying e.g. GIR_EXTRA_OPTIONS="-strace"
in a problematic template (for the $CROSS_BUILD case).
