udev: fix module loading with binary firmware in the initramfs.

Add 50-firmware.rules into the initramfs to make drivers that use
binary firmware blobs work. I noticed this when booting the livecd
and udev failed to flush the queue with radeon driver. Of course
it couldn't load the requested firmware.

Bump revision.
