64tass: fix # lines limit calculations

The maximum {m,c}alloc block size is 2GiB (INT32_MAX) so clip the
calculations for max_lines and lines to the limit (INT32_MAX-1)/sizeof(ptr).
In this way at most 2GiB - 4 bytes may be allocated in one block.
