## Preamble
The GNU Affero General Public License is a free, copyleft license for

# `blt-cli`
`blt-cli` is a command-line tool to support turning analog ballots into `.blt` files.
The format has been defined by Hill, Wichmann & Woodall for their implementation of Meek STV, and has been used for various election software, such as [OpenSTV](https://github.com/Conservatory/openstv), [Droop](https://github.com/jklundell/droop) and [OpenTally](https://yingtongli.me/opentally/).
