Jürgen Buchmüller 318df1f24f bash: use local copy of patches
Fetching the patches during the build is taking a lot of time,
if - as in my case - the name resolution of ftp.gnu.org takes
literally minutes with $XBPS_FETCH_CMD. If more patches for
bash 4.3 are created, just add them to srcpkgs/bash/files and
adjust _bash_patchlevel accordingly.

Bug-Description:
Using compound assignments for associative arrays like
assoc=( [x]= [y]=bar )
left the value corresponding to the key `x' NULL. This caused subsequent
lookups to interpret it as unset.
